Since you canĘt have basic interval of needs consumed per ship as that is at the individual level and such maintenance will hinder player growth, the consumable needs should be placed at the Station level. Stations Stations need to consume everything to function, from minerals and machinery to maintain itself; domestic and food products for the crew; to time and money for each service provided. Factors such as size and services modify what the station needs to consume. But they SHOULD ALWAYS CONSUME otherwise the market becomes glutton with surplus.
If a Station fails to consume what it needs, services become impaired (Time added before completion), jobs become suspended, and facilities unavailable. The only facility that still will operate is a Docking Station. The only service that will still operate is the Market. This puts pressure on those that use the facilities to keep the station stocked, or there will be a time penalty on how long it takes to build or research there.
To prevent a Station from falling into disrepair, the owner of the station must keep the station supplied with goods/minerals this gives weight to some agent missions as if the goods arenĘt delivered, then chaos does affect the station. It also puts weight to npc convoys moving goods to other controlled stations.
A Station that fails to recieve needed goods cannot take docking fees. A station that fails to recieve basic needscannot produce goods. This puts system blockades as a potential tool to up prices or for corporate wars.
To Prevent over-stocking of Player Corp. owned stations, each station will be limited to 3x the weekly amount of goods consumed. That way every month the Station will need to be restocked. Desperate Stations Stations that do not have all the required goods to function for some time become desperate and under martial law. In the Empire, personal space is still maintained, but in less than .6 space, ships docked at the station would be boarded, goods seized in order to keep the station going. For space above .3, a monetary compensation of 40% of average price of goods will be given. At .3 or less, there is no compensation. A Warning will be displayed before docking at a station under martial law.
Waste Goods Waste goods (Consumer Garbage, radioactive waste) from stations should have a place to go such as some special stations to have some chance to extract minerals back out of the material or convert it into more consumable goods for stations like fuel (though never at 100% conversion).
It would be interesting to see if the mostly player controlled market would keep all the stations functioning or would a galactic crash occur. This also would add more management needs for stations.
Pirates and dropped goods As stated previously, Pirates should not drop whole goods. They should drop stuff in three categories: 1.Debris: X units of debris which can be converted into minerals 2.Components: pieces that need to be used for manufacture of basic ship modules (as previously mention by others). 3.Damaged named modules: Modules that need repair before function (very rare)
This kind of limitation would lessen the volume of Units out there, but I donĘt know how the implementation of components to basic ship modules will effect the current universe. So maybe more of 1 and 3 would be a good start before 2.
